I know that Outwit has a range of 10 and TK has various, depending on feats, abilities, etc.

But since these things aren't printed on the dials, can you Perplex them?

Nope.

Perplex can only affect the combat values of a character, and powers such as Outwit or TK don't rely on the actual combat values of a character.
