When using someone who can attack multiple enemies, at once. Can you use incapacitate on the two or three people in range. Note if this is obvious please dont rub it in. I didnt look at the rule book resently.

Do you mean someone with two or three range targets? Yes, you can use Incapacitate on both or all three at once. This is why Experienced Vertigo is still playable and Graviton isn't bad for his points.

Just remember that to take advantage of the multiple targets the figure must make a RC Incap, and follow all the rules involved in that. CC Incap can still only target one figure regardless of the number of 's that attacker has, and due to the action requirements, is not compatable with either Flurry or Duo Attack.
