I know other people have asked this before and I know that Soaring Characters can only affect other soaring characters but what about graounded characters, can they shoot at them from Range or close at all?

A standard height grounded or elevated figure may make ranged attacks against soaring figures by halving its range value.
Close combat actions can be made with the Leap/Climb power.

Sorry, but I really am not sure what you are asking.
I am reading this one of two ways:
1) Can grounded characters shoot soaring characters?
2) Can soaring characters shoot grounded characters?
I am pretty sure you mean #1, since you start off saying that you know soaring characters can only effect other soaring characters... but all those 'they's and 'them's kind of make it confusing. Not to mention I have no idea what, "...or close at all?" is supposed to mean.
If you are indeed asking #1, yes. Pages 26 and 27 of the LoSH rule book:
Soaring characters can draw lines of fire only to soaring characters, giant characters, and colossal characters. A nonflying character or a hovering character can, however, make a ranged combat attack against a soaring character, as shown in Figure 13-B. Soaring characters can make ranged combat attacks against both adjacentand nonadjacent opposing soaring characters, giant characters, and colossal characters to which they have a clear line of fire, even when the soaring character is adjacent to opposing characters.
Unless the attacker is a giant character or a colossal character, halve the range of a nonflying character or a hovering character when drawing a line of fire to a soaring character. Lines of fire drawn to soaring characters from nonflying characters or hovering characters ignore hindering terrain and are blocked by giant characters, colossal characters, and elevated blocking terrain. A line of fire drawn between two soaring characters, a soaring character and a giant character, or a soaring character and a colossal character is not affected by terrain, hovering characters, or nonflying characters.
I'm guessing that "they" are the non-flying figures. (I'm also going out on a limb to assume that when he says "grounded" he means "non-flying" although what I'm going to say applies to non-soaring fliers, too.)
A standard height figure with 0 range and HSS at the grounded or elevated level cannot make an attack against a soaring figure. If you could somehow modify your range value, you could make a ranged attack, but that really isn't in line with the question.

Not with HSS.
HSS option 1 allows a close or ranged combat attack. Throwing an object is a ranged combat action. So you can throw an object with Running Shot, but not HSS.

"Affect" was the right word choice in that case. "Effect" as a verb means "to produce as a result" or "to bring about."
Rule of thumb: affect is usually a verb while effect is usually a noun.
