A question for our all. Can a flying figure use running shot to run up and base a figure in stealth then use Psychic blast on him with a ranged attack since flyers can always make ranged attacks?

Nope. A figure with stealth cannot be targeted by a range combat attack when they are in hindering terrain.

Even when adjacent, still can't do it. Same with all powers that require line of fire to the target.

You can make a ranged attack against a non-Stealther by running up to them, but the line of fire issue prevents you from doing it to a Stealthed guy.

When they say "always" they probably mean that adjacent opposing figures do not prevent you from making ranged attacks - not that you can always shoot anyone.

Confusing, yes, but then again they said all special powers are optional (Nobody Rides This Hog But The Main Man is not).
