Choose a keyword. All characters on your force that have the keyword are assigned the feat.
When a target friendly character assigned this feat is given an action, instead of giving it an action token, you can give the action token for the action to an adjacent friendly character that has the chosen keyword, has zero action tokens, and has a point value equal to at least half of the target's point value.
Cost: 5 per character on your force with the chosen keyword.
Now, do feats count toward a character's point value or not?
Take Winter Soldier. He's 70 points, and would need a 35 point character to use Warbound with. But, he has 5 points from the feat assigned, making him 75, so would he need a character that's 38 points after feats, like, say Pete Wisdom with Warbound?
What if he had another feat, like protected, making Winter Soldier 83 points? Would he need another figure feated up to 42 points to pass tokens?
Or does it just stay at Winter Soldier has 70 printed on his base, he needs someone with 35 points on their base to token?

Feats add to your force's build total, not a character's build total. When using a feat like Warbound, you always use the point value printed on the base of the characters.
Assigning Protected to Winter Soldier increases your force's build total by 8, but Winter Soldier still only costs 70 points.
