Normally, no. You can't have a figure act every turn since it would have take a token each turn after taking a non-free action and it would have to rest once it had two tokens because a figure with two tokens can't take a non-free action. However, Warbound allows a figure to pass its action token to antoher figure (based on the requirements of the feat) and because it can alternate between taking the action token and passing it to a surogate, (with the figure that didn't recieve a token that turn clearing at the end of the turn) it becomes possible to have a single figure act every single turn.
The jury is still out on how phenomenal this will be since its fairly restrictive as to what figure can get the token from the one acting. It certainly has potential to be game-breaking though, if one can find the right combination of figures to exploit it.

Warbound just opened up a whole new can of worms as we try to translate the card into English from it's native Rulesish.

Maybe that's why I have no problem understanding most rulings?
As English is not my mother tongue, I am not weighed down by prejudice of how language "should" work...
