After fully reading and comprehending the new LE feat Warbound I decided to build a team around it in the hopes of trading for one in a couple weeks.
The most abusable figure I could think of within the constraints of the card seems to be SR Storm. She's got an effective 15 range, and a swiss army knife of powers. This is what I came up with:
SR Storm + Contingency Plan + Warbound (X-Men) 117
V Beast (m&m) + Warbound (X-Men) 78
V Black Tom Cassidy 55
R X-23 + Protected 43
Total: 299, Mutant Theme (+4 to map roll, 1 PC roll)
BFC:
Armor Wars - This team doesn't have any damage reducers.
Damage Control - Defense against nanobots.
Resistance - Protection from outwit on storm.
Plan:
Storm carries and trades tokens with Beast in order to move & attack every turn. Beast perplexes her as necessary. If Storm takes damage, move to a corner and heal (X-Men TA) her back up as necessary (every turn as well using warbound).
Cassidy provides outwit and barrier. X-23 is the tie up piece of choice.
Contingency plan on Storm should allow her to hit high defenses or combined with Beast will allow her to out-range just about any foe. 1 perplex on her movement and 3 CP tokens on her range gives her an effective 19 range or allow her to outmaneuver ranged attackers.
Should storm get based she can quake or force blast enemies away.
What do you guys think? Any other warbound ideas floating around out there?
correct me if im wrong, but i was told that you can only use contingency plan's bonuses only on friendly figures, not the one assigned with the feat itself...
oh, and i think that the points from warbound applies to all your figs.+10 more.

She is VERY abusable with this card. Also any character who is at least half her point value or more can be used for the token. So using beast is pretty accurate. Instead of contingency how bout armor piercing on storm? That dual EE could be nasty.

Contingency Plan tokens can be used on any friendly character. The term friendly refers to which characters are friendly to the player, not the characters. Storm is not friendly to Beast, Tom or X-23. She is friendly to her controller. The same goes for any character. Tokens coming from Storm's CP can be used on her because she is friendly to her controller.

Beast is eligible for Warbounding with Storm. The figure who is given the token has to be at least half the point value of the figure giving the token. Storm is 100 points. Any figure she passes tokens to has to be at least 50 points. Beast is 73 points so he can be passed tokens by Storm.
I like the Storm/Beast/Warbound combo. Not too sure on the rest.
Contingency Plan CAN be used on the figure with leadership.
No, you DON'T have to Warbound your entire force, only the members that share the chosen keyword (storm and beast for X-Men in this case).
Finally, I wanted to keep it theme so I chose to warbound to X-Men and go mutant theme to avoid having to warbound the whole squad. This made the choices for support difficult. Also, I tried to limit the choices to figures I own or can get ahold of easily, thus Multiple Men were not considered.
I chose the 73 point beast instead of the 50 point one for the perplex and the second click of outwit. This, in combination with Contingency Plan will help against the insane defensive numbers this team will no doubt be facing. This is also why I chose to forgo Armor Piercing (other than I don't own one), I'd rather increase my probability to hit.

I am pairing Storm and Black Tom. Black Tom has Stealth and Outwit. I can carry Black Tom and drop him in some hindering with Storm hidden behind him. The next turn I outwit someones defense, running shot with Storm carrying Black Tom. From then on every turn allows Storm to Running Shot someone and alternate the token between Storm and Black Tom. On the new map there is so much hindering that most of the time when Storm gets attacked from Range, she is going to have a 20 defense. 17 + Energy Shield + hindering. Plus she can hide behind Black Tom. If she does get hit I have a protected card and can always run over and use some objects to heal up with Nanobots.
Cyclops and Scarlet Witch are paired up with Warbound. I can carry Cyclops with Scarlet Witch, making sure to keep Scarlet Witch where she can see both Storm and Cyclops in case I need to use probability control.

This is exactly why I don't play tournaments any more. A 300 point team, with 60 points in feats That's 20% of your force in cardboard, and only 4 figures
I play 2000 point games all the time, with only 50 points in feats for my whole team. If I played the same % of feats on my teams, it would be 400 points in feats.

Personally I would pair up Storm and Black Tom instead of Beast and use that extra 73 points for more attack potential.
While I sort of agree with this sentiment, it brings up a couple of questions on your main team: why NOT warbound the whole squad? Storm with two 50-70 point X-men and another lower cost figure still gives you tie-up/attacking/support and the flexibility so that if your opponent fries your initial Warbound battery, you have another reliable one. If what you really want is perplex/Outwit, the supporting cast can reliably shave a couple of points. In the "also a tie-up piece" crowd are figures like R Tessa and E Multiple Man, while the "battery" functions include both versions of Sage, Forge, and of course V Shadowcat [who can pull double duty as tie-up/damage]. Don't get me wrong, the team looks solid enough, but there are a lot of options out there and I'm actually curious why they were overlooked.

Well I generally play to have fun, and that team doesn't look like much 'fun'.
"OK I will attack your Storm." (roll hit!!!) "OK take your 5 Damage. What you have Protected on her, darn. OK I'll attack your Cyclops." (roll, hit !!!) "OK take your 4 Damage !!! What, you have Protected on him too? OK, I guess I'll end my turn then, your turn." He goes, 'pushes' Storm to hit my character for 3 Damage "OK take your push Damage. What? Warbound? So Storm can pass the token off to Black Tom, and she doesn't push? And she can clear at the end of the turn, and go again next turn !?!?!?"

But that is your opinion. When friends ask what Heroclix is, I tell them it's like playing chess on steroids. For me, part of the fun is in keeping track of all the powers and feats that I have assigned to a fig. (Thats why I love that new figs each have their own special powers) The more options on a turn the more I have to remember and use. There have been many games where I get caught up in a close match and get to thinking ahead a couple of moves that I forget to use something that could have helped me on a particular turn.
I have played several games where I had to waste an attack to get rid of the desk, or the tombstone special object. I don't consider that cheese, it's just part of the overall strategy. Probably why I like computer games like Age Of Empires where you have to build an economy as well as an army. I don't care for shoot em dead games like Halo.
As to the bigger point games, my son and I have a 2000 point game we will be playing sometime this week. Depends on his work schedule. For us, we play all out for bragging rights when we play each other. We both want to wipe out each other. For us, part of the fun is in coming up with a new team each time that we think can whoop up the other team. I have a lot of cardboard in that 2000 points. I'm sure he will as well.
But when I play my daughter I play to her level. No cardboard, I help her with ideas on her turn, skip some attacks on my turn. But I have to balance it somewhat or she will never get better.
