What would be the proper order to use these two feats (Vault and Maneuver)after an attack, or is it totaly up to the attacking player to decide which they would like to do first?

They trigger off two different things.

Vault = CC ACTION.

Maneuver = CC ATTACK.

I believe you pick which one you're using, not both.

No, you can use both. And there's no specific order in which they trigger.

That's not correct at all.

If you give a figure a close combat action to make a close combat attack (the most basic way to make a close combat attack), both of those Feats will trigger. Both occur "after the action has resolved," so the Feat owner may choose which order they occur.

Note that if you use close-combat expert, it requires a power action, and therefore will not trigger vault. It does give you a close-combat attack, however, so it triggers maneuver.

That's what I had a nagging feeling about...CC Actions lead to CC Attacks.
