Rip Hunter's card states that standard and named powers can not be outwitted on him or adjacent figures. Does this include special "white" powers? I've been hearing two different things.

Nope. White Powers are fair game. Standard power are ones named as they are in the PAC such as Brood's Flurry. Named powers are standard powers with a new name tacked on them to explain how this guy has that power such as Brood's Stinger, which is Blades/Claws/Fangs with a new name.
Special White Powers are neither of these and so, since Rip's Time Master power doesn't say that these powers can't be countered, they can...including Rip's Time Master itself.
1) Team Rip up with figures that only have regular or named powers, to avoid their being Outwitted.
2) Put Fortitude on Rip, which protects his Time Master (and Chrononaut) power. Then he can continually protect all his buddies' powers.

And, we are still waiting for a clarification from Nbperp about Rip's adjacency with his SP. Meaning, can countered powers be un-countered when Rip move adjacent to a friendly, or does it only work to PREVENT powers from being countered....
so, darkseids Omega beams, Nightwings multi teams, Green arrows Hail of arrows, trigons Doppleganger abilitie's can all be countered?

I don't think I'd say difficult...catch him out of hindering, Ultimates with Outwit, BFC's...lack of hindering on a map...Maneuver feat card...Yeah, not difficult to outwit him really...

Okay, but those aren't always played. I'd say, on average, it is difficult to outwit a stealthed character.
And, we are still waiting for a clarification from Nbperp about Rip's adjacency with his SP.
Just posted a little nudge to try to get an answer on it. I'd go with the preceding Mind Controlled Power Cosmic character ruling until otherwise stated.

If you Mind Control a Power Cosmic character (Silver Surfer was used in Harpua's example), cancel the Power Cosmic team ability while in control of the character, end the action and counter (via Outwit, in the example) one of the character's powers (since the team ability is canceled), the countered power is no longer countered at the beginning of the next turn, when the canceled team ability comes back into affect (which is before the Outwit would "wear off").
