1st question
Assembled BFC, when dose the +1 take effect, if I have two characters with the same team symbol side by side and one charges 3 squares away to make his attack dose he get the +1 to attack?

HSS, I dont play HSS characters very often, is a grounded HSS character effected by hindering terrain, do they stop?
1) No, they would not get the +1 to attack as they are not adjacent at the time the attack is made. Assembled is one of the modifiers that occurs at the instant the attack is made.
2) Yes, a non-flying HSS character stops as soon as they enter hindering terrain unless it is modified by a feat or other ability. Also, because the movement stops as soon as they enter hindering they cannot HSS into the hindering and then make an attack because as soon as they enter the hindering terrain their action is over.

2) The second question is how we have always played it but can someone site a reference fromt he rule book. I have not been able to find this to show the difference between that and attacking on your last step of hyper. Also, is this the same for charge and running shot with grounded character?

Assembled: When a force has more than four characters on it with the same team symbol but different names, each character gets +1 to its attack value when adjacent to a friendly character with the same team symbol.
You have the +1 until you are no longer adjacent. And, by your example, you are not when the attack is made.
Note that you need at least FIVE characters on your force to get the bonus from Assembled
Your grounded HSS grinds to a halt when they enter hindering unless they have some other means of ignoring hindering terrain (Swingline feat, able to use Superman/Ultimates TA * or Astral Plane BFC in play)

The answer is in the PAC (timing of the attack under option one)
RS/Charge are different because the attack is made after movement is done.

To add to Big Soph's answer
The reason that you cannot make a HSS option 1 attack with a nonflyer after they enter hindering is because the power reads that the attack has to occur during the movement. In the case of the last step of the HSS the character is still engaged in the movement portion, but entering hindering terrain automatically ends the movement so the character cannot attack.
As for charge and running shot, the character can still attack as the movement and attack portions of those powers are separate (i.e. you move then you attack) where as with HSS option 1 the attack is within the movement portion. Hope that helps.
