am i correct in assuming that boomerange and range combat expert can not be used together?

The SP reads Give Captain Boomerang a power action and make a ranged combat attack... while RCE also says to give the character a power action. So no, they can not be used together because they both demand a power action and you can only declare 1 per turn.
