OK, so with Chief's Manipulation power, if you have two tokens on the card. If you roll a 1 the first time, can you take a second token off and try again?

MANIPULATE: When another friendly character would take pushing damage, you can remove a Manipulate token from the Chief's character card and roll a d6; on a result of 3-6, the character ignores pushing damage.
Well, it doesn't say it is an action or limited, so I would say yes.
And, just to make sure, you can have up to 3 on his card
you can instead put a Manipulate token on the Chief's character card if there are two or fewer Manipulate tokens on the card.
It doesn't say anything about it being an action, so I'd have to agree with Soph here. Until an erratta or something of that nature comes out, it seems like you're good to go!
Also, I run chief quite a bit and this was an interesting post, so rep to you both.
I could see this going either way and, with the inconsistencies in rulings, I dare not try to guess how it works. I've posted on the Judges' forums about it.

I believe not, but I don't see anything specific in the wording to say so.
This was a question he was sending to game design, and his opinion regarding that.
He says no, only one token, but that is not official, just his take.
The current hot question is who actually gets PCd if the roll fails and you want to try again. His take on that was that it should be left up to the local judges until GD rules on that.
Hmmm... I've used Manipulate multiple times for one push when failing on the first or second try. There is no wording that says this can only be used once per charactder, per turn, so I don't see why not.
In regard to PC: I was under the impression that the roll coud not be PC'd, since no character on the board is technically doing anything. I would be kind of like PCing your inititiative roll, no?
I've had two tokens on the chief card but when I used manipulate before and failed I took the pushing damage, so are you guys saying you are allowed to use it more than once that turn to not take the damage? If so this just made the chief more awesome for me.
I have ruled that you can use all the tokens, if you keep missing. It says you can remove A token when your character would take pushing damage. Well, if you miss, your character would then be in a position where it would take pusing damage (you're back to square one and can start over again).

Also, to try to PC the Manipulate roll, I'd say it'd be Chief that needs to be PC'ed. It's his power. He's the one letting you roll dice to try to do something, as with Blade/Claw/Fangs.
