If I use the outsiders TA on Darkseid, use it's special power "omega effect" and choose to do penetrating damage, is the damage reductión prevented due the TA?
If I use the same TA on a character with 3 damage using Hypersonic Speed Option 2, does this mean that each attack roll deals 3 damage due the team ability efect that prevents this character reduce his damage value?
It works the same on a pulse wave with the outsider characater outside the range effect of the pulsewave, does the damage value remains the same for multiple characters?

I'm pretty sure that Pulse Wave makes 1 a replacement value, so "no."
The wording is "becomes 1" according to what I'm looking at, so here we go.
Outsiders only prefents modifications, not replacement. Both HSS and Pulse Wave replace their figure's damage value with 1. HSS later modified it by +1 for each successful attack, so Outsiders would prevent that, I believe.
1. Yes, Outsiders protects Darkseid from the negative modifier.
2. No, Hypersonic Speed option 2 replaces your damage value with a number equal to the number of successful hits. That's a replacement value, not a modifier. You can use Outsiders to stop the target of a Hypersonic Speed option 2 attack from getting the defense bonus.
3. No. Again, the Pulse Wave damage change is a replacement value, not a modifier.

It would, which would only benefit you defensively (i.e. against a HSS character). It'd be hard to create a situation where your opponent would opt for HSS option 2 after being "Outsider"-ed
Though as Kid Zemo said, you could use it against the target of your HSS attack option 2, then they would not gain the benefit of the +1 defense for each attack.

Kid Zemo is right. Under the old rules for HSS the damage value was reduced to one, now it is replaced. I was thinking on this too until this morning. How crazy would that have been to have Man of Steel HSS attacking for 15 clicks if he didn't miss after being Outsider'd!
If you targeted a character with Outsiders and attacked them with Hypersonic Speed Option 2, you would be wasting Perplex to decrease their Defense value because Outsiders would prevent. However, using Perplex to increase your HSSer's attack value would be effective. The attack value would only lose the modification from Perplex if the attacker takes damage (critical miss, Mystics, etc) or is healed before the end of your turn, at which point the modification goes away anyway.
This subject has been discussed thoroughly in other threads. A search would give plenty of answers to your questions on the subject.
Outsiders + Darkseid is what helped me kill the Anti Monitor this past week. AM is immune to psychic blast, but not the generic 'penetrating damage' Darkseid can dish out.
Perplex his damage to 5-6, and that's full penetrating damage.

Outsiders only works on modifications from a power or Team Ability.
The move and attack ability is neither of these, so Outsiders has no affect on that. Sorry.
can you outsiders a transporter and ignore the -2 attack?
