I asked a similar question earlier about Running Shot.
You and me a few hours ago are in the same boat; we both overlooked the part that reads "powers and team abilities". Since transporter is neither a power or team ability, it doesn't work. Just like it can't bypass the -2 modifier that's coming to carrying+running shot. Nor does it effect replacement values (halving range, JSA TA, etc).
I believe that currently the transporter move and attack isn't considered a power so the Outsiders TA doesn't effect the -2. I'm pretty sure than after the fantastic 4 starter that will change. Assuming I'm reading the new rules correctly.

ah yes, but the Move and Attack Ability IS an ability right? Shouldn't it work then in theory?
