So for Poison Ivy's vines if they were in outdoor hindering they would take two tokens, possibly push, and take a penetrable damage? With three targets and no line of fire required?
I don't know even though she has no defense whatsoever it seems crazy she could do two damage to three people giving them all two tokens with no LOF.
I love all the others my favorite is Henchman (they should really make that) and Riddler with a cool SP.

She has to hit, essentially at a 9 AV due to the hindering. Oh, and she has no defense, she's 100 points, and it will take a lot of backup to make her work. She'd be fun to play, but not broken by any means... without SIF, but what isn't broken with SIF?
