"Thank you, Zatanna," Wonder Woman said, sharing a hug with her sometimes teammate as they stood outside the Justice League's infirmary on their new orbital headquarters. They looked inside to see Superman, Green Arrow and the Atom once more in human form. J'Onn J'Onzz was checking them over to ensure there were no lasting side-effects of Circe's spell, but they seemed none the worse for wear so far.
"Not a problem, Diana," the young magician smiled. "Glad I could help - if only to protect Black Canary from Green Spaniel over there. It's just…"
"What is it?" Wonder Woman asked when Zatanna shook her head.
"Frankly, and as much as I don't like saying so, Circe's magic should be well out of my league. I mean, as far as conjurations and abjurations go, we're pretty even-stevens, but transformation spells are her forte. When it comes to the whole man-to-beast shtick, I don't know if Dr. Fate could make a dent in her spellcraft."
"And you're thinking…"
"I'm thinking she was playing softball with you guys," Zatanna said, face screwed up in a look of determination. "And there has to be a reason for it."
"There is a reason," a voice spoke from the darkness behind them. "But you aren't going to like it."
"We never do when you're the messenger, Batman," Wonder Woman said as the Dark Knight seemed to melt out of the shadows that seemed to grow darker by his mere presence.
"We weren't notified of your arrival," she continued. "But I suppose I shouldn't be surprised that you have a few back doors into a League installation designed and built by Wayne Enterprises. But even though unsurprising, it is still troubling that you would do so."
"We can deal with that later," Batman said. "There are much bigger matters at hand at the moment."
"And those are?"
"Have you been following American politics recently?"

Once Superman, Green Arrow and the Atom had been cleared and dressed, the Justice League gathered in their conference room. A large circular table was ringed by chairs designed for each member to their own specifications. There was ample room between chairs so others could be added, and another, larger room existed elsewhere in the satellite for grand meetings of multiple super teams. Since Darksied's invasion and the challenge of Eclipso, having somewhere to coordinate the strengths of several teams seemed a good idea.
The entire team was present, save for Green Lantern who had to leave on urgent business (*See Green Lantern Corps #11!), and Batman was seated at a chair of his own.
"Should we take this to mean that you're reinstating your membership in the League?" Superman asked.
"No," Batman said flatly. "But there will be times when you need me, and I have a vested interest in seeing that this team lives up to its principles."
"What's that supposed to mean?" Power Girl snorted.
"Circe was here as a distraction," he said, sparing little more than a sidelong glare at Power Girl. "She was sent by her colleagues because she was the most likely to succeed."
"She isn't working alone, then," Wonder Woman said, folding her hands under her chin. "Who is she collaborating with? Hades? Ares?"
"This isn't about you, Diana," Batman said. "And it isn't about the Justice League. We're pawns in this game. It's about revenge. It's been almost two years since the Watchtower was attacked by a group of your personal nemeses. That group was betrayed, and they want vengeance."
"Luthor," Superman said, his eyes narrowing. "He brought his… thugs to fight us and then destroyed the whole Watchtower and left them to die up there with us."
"Prometheus escaped Belle Reve a month ago," Batman said. "Black Manta was broken out of his private cell shortly afterward, most likely by Prometheus. Manta's whereabouts were known only to a handful of select federal agents that would outrank the directors of the CIA and FBI if their classification were official."
"Meaning Prometheus probably had help," Black Canary said. "And that they're probably putting the band back together."
Superman looked sternly across the table and met Batman's eyes. "You said you had a vested interest in seeing that we lived up to our principles. You're here because you don't think we will. Who is their target, Batman?"
"You know who it is."
"I want to hear you say it."
"They are targeting Lex Luthor."
"And you want us to step in."
"You have no choice."
"Explain how," Superman said, folding his arms over his chest. "Lex Luthor is a sick, twisted man bent on amassing power and control at the expense of anyone and everyone in his way. He is pure evil, and he brought this on himself."
"The world sees Luthor as an upright businessman and philanthropist who has spent a considerable fortune since the Invasion in bringing this country back from the brink," Batman said flatly, without emotion. "It sees the Justice League as a callow group of self-interested Gods judging them from on high. You cannot afford to promote this belief through inaction, no matter your personal feelings."
"Not for Luthor!" Superman said, raising his voice. "He's tried to destroy us several times over. He's gone after people close to me. These people want him because he helped plan and execute a criminal enterprise that would have seen all our real names exposed and our personal lives terrorized by every costumed lunatic the world over - and then he betrayed them to save his own skin. If we step in, we appear to give our approval to him and that does more damage to us and the world than anything that could happen by letting him fend for himself."
"Consider this, then," Batman said, still darkly monotone - a deep shadow in a shining room. "He is recently a presidential candidate. By current polls, he is pulling substantial numbers for a third-party candidate. He looks strong, but not enough to win. If we do nothing and he survives this, which he very well may, based on past experiences, his numbers could skyrocket in sympathy. He looks strong and heroic, amplifying his image of the maverick outsider bringing change to a stale system. He will win."
"And if we do step in, then the world sees the group he has spoken out against for years risking ourselves for his life," Superman insisted. "He gains the appearance of importance and value, and will be assumed to have our tacit approval. More importantly, he gains sympathy as a victim. He can claim that the agents of evil fear him and want him removed, and his numbers jump. He could win."
The rest of the League had sat back to watch the exchange. It was rare in recent years to see both men together in discussion, and more rare still to be part of an argument between them. None of the other members were interested in stepping in-between the heat of their stares or the fire of their convictions. Only one had the fortitude to try.
"Why are we having this conversation?" Wonder Woman asked. "A man's life is in danger from a threat by enemies of ours. These same enemies attacked us directly to keep our attentions diverted from their true goal. It is not a question of your national politics, but of justice and letting Lex Luthor hang because of our personal feelings is not just and is far from the righteous path."
Superman turned on her. "Diana, we can't--"
"We must," she stopped him in a tone that would allow no argument. Her features stern, eyes sharp, she stared him down but spared enough admonishment for Batman as well. With one look, she silenced both men and forced them to hear her out.
"What we can not do is argue selfish interests while our enemies collude and plot against another. It does not matter who he is or what he is - in this, he is a victim and because we are the only ones who can help, then we must help. Not because he is a good man, because he is not. And not because it could help our appearances before the court of public opinion, because the right need not be popular."
She turned her focus to Batman. "The right do need to be self-aware. Doing the right thing for the wrong reasons is equally wrong. We will stop this society of villains, but not because failure to do so would change the outcome of your country's election in a way we don't like. We are the Justice League, gentlemen. Justice is not nationalist and it has no political affiliation. We do right because it is the right thing to do. Someone must, and we can."
"This is all fine and good," Green Arrow burst in, finally unable to contain himself any longer. "We can go help the bad guy and blah blah, but you guys are talking like he's already gone missing. And unless I'm totally off-base, I'd think Lex Luthor going missing would have made some headlines, right? So what's the deal - did they already get him or are we talking hypotheticals?"
Batman just looked at Superman for a long moment.
"You have to be kidding," Superman said. He was trying to keep his composure, but Luthor had a way of getting to him deeply, even when it was just thinking about the man.
"You intend us to be his bodyguards?" he finished. "We have no idea when or where these people will be going for him."
"I wouldn't have come here if I didn't know," Batman said. "And we don't have much time. This discussion has already eaten up most of our window, so we have to move quickly."
"Well, then I will ask the final question, since no one else seems to be willing to," Wonder Woman said. "What about Orin?"
"Aquaman?" Batman asked. "What about him? He isn't here, and we don't have time to call up Atlantis and see if he's busy."
"Black Manta is involved," she said. "Black Manta, who brought an army to his doorstep, pillaged his city, killed scores of his people, and took from him his wife and unborn child. We have to tell him and offer him the opportunity to be a part of bringing him back to justice."
"Those are exactly the reasons we can't bring him in on this," Batman said. "He won't be objective. He can't be."
"And if it were one of your villains," she asked, "would you be so cavalier about being excluded? If the Joker were involved--"
"He's not," Batman said with conviction. "I made sure of that. He's still locked away in Arkham, and before you ask I can tell you it's no trick."
"That isn't the point," she corrected him. "If the Joker were involved, you would insist on no uncertain terms that you absolutely had to be involved in his capture."
"I know him better than the rest of you," Batman said, waving her off. "I've faced him enough times before that I know his tricks. I know what to expect from him, and how to fight him. If you went against him without me and failed, then it would be…"
He stopped and looked at her. At least she had the decency not to smile about it. His eyes squinted and he grunted, "Fine. Get Aquaman and give him the coordinates. The League teleporter in Atlantis will get him there faster than if we had to wait for him here."

It was dark in Luthor's office. The world thought he was sequestered in his campaign headquarters working with teams of professional staffers, writers, and pollsters to work out strategy and operational minutia for his newly announced presidential run. It was an uphill battle, they thought, for a third-party candidate to have any chance of gaining relevance in an American election - let alone coming even close to winning.
But they underestimated Lex Luthor, and he let them. It was good to be underestimated. It left your enemies open to surprise attacks and defenseless against the strengths you allowed them to ignore. America had had presidents that couldn't find a coherent sentence with two hands and a flashlight, and men of great genius and prestige had run and lost by tremendous margins. Lex was among the most brilliant minds on the planet, but that wasn't what would win the day for him. More important than logic and intellect was the ability to read people and manipulate the mob. As regards public manipulation, Luthor had no equal.
So he paid a staff and gave credit to their names where it suited him, but his entire campaign would be his design and his words, start to finish. It would take time, but he had time to spare. Much of the real groundwork had already been laid, and his popularity among both business leaders and the working class was tremendous. If one could hold the adulation and admiration of both the rich and the ignorant, that man could rule the world.
At last, his grand plan would begin. The world was changing, and it was taking just the shape Lex Luthor desired.
Sitting alone in his expansive office, he paused briefly in his typing to look past his desk to the darkness ahead. The wooden top gleamed in the soft glow of the running lights overhead, only a sparse number lit for the evening. The desk itself was a five-foot disc that had been cut from a felled great redwood, a wedge cut on the far side where he now sat, his computer recessed inside the desk. It made an impressive and imposing first impression.
The room beyond was Spartan, barely furnished at all. Behind him, a wall of floor-to-ceiling windows let in the twinkling lights of Metropolis' midnight skyline. He saw nothing unusual - nobody had entered, and no one seemed to linger in the hall outside, so far as his surveillance screens could tell. And yet…
Lex stood and walked slowly around his desk. His hackles were raised-- something wasn't right, and a man didn't get as far as he had without learning to trust his instincts. He stood a long moment in the quiet room, mentally debating whether to call for security. It was when he turned around to return to his seat that he saw it; a flicker of something just at the edge of his vision. A shadow moving against the wall. His hackles raised, and he turned on his heels.
That was when the lights went out.
It wasn't just his office, either - the entire Metropolis skyline went dark. The city was black beyond his windows, and there wasn't enough celestial glow to illuminate his hands in front of his face.
"Hello, Lex," a voice said. Luthor turned and saw red LED lights glowing, casting a ruby glow against polished armor. It gleamed off of a wide visor, and he knew what this was.
"I'd expected I'd be dealing with you again soon enough," Luthor said, regaining his composure and straightening his tie. "Are you alone, or do we have company?"
"You know, it's funny," Prometheus said, smiling slyly. "When I mentioned to some friends that I wanted to put you down like the sick dog you are, people started coming out of the woodwork to get a piece of the action."
Behind him, a wall of golden light shimmered to life and several figures stepped through. The harsh backlighting of the teleportation portal added a sinister cast to their already grim features.
"You're a man with many enemies, Lex," Prometheus said. "And I doubt you have enough friends to drive the carpool lane, let alone pull you’re a## out of the sling you've gotten into."
"Funny thing about that," Luthor said, raising an eyebrow casually. "Men who have me as an enemy tend not to live long."
"Strange words from where I'm standing," Black Manta said, his voice a mechanized baritone through his armored helmet, breathing apparatus hissing in time. "I made war with Atlantis using your private army and LexCorp's tech, and I'm the one who has to rot away in a black-zone while you waltz to the presidency? I don't think so."
"You paid off those men," Luthor said simply, turning to walk around his desk toward his seat. "And they were little more than mercenaries to begin with. Hardly trustworthy - which was even more apparent when they stole my technology before leaving my employ for yours. I think LexCorp's private military concern showed its real colors during the Invasion. Oh, I'm sorry-- you weren't there for that, were you? How is the food in Turkmenistan, by the way?"
"He's baiting us," Cheetah purred, her claws unsheathing. "Trying to stall us. Enough talking, Luthor! The Kingpin's plan failed because of you and your betrayal. Some of us nearly died, and most of us were locked up, but you sit fat and happy in your tower. We're here to even the score."
"You're welcome to try," Lex said with an easy smile as he sat back down in his chair. The power returned and the room lit up, seeming to surprise Prometheus, who looked around quickly.
"Oh, I'm sorry," Lex said. "You didn't know about the patented LexCorp Genfusion reactor? Shame. It's really quite something."
He paused when he saw that the intruders were looking past him to the windows beyond. He looked over his shoulder and saw several familiar forms floating outside. Superman's scarlet cape fluttered majestically behind him, and he was flanked by Wonder Woman.and the Red Tornado. But when the walls shook from the wind wake as a Javelin jet descended slowly into view behind them, Lex just smiled.
"Ah," he said. "My cavalry has arrived."
The ramp of the Javelin opened, and before it had even finished Aquaman had lept into the air. It was as if time slowed and he seemed to drift in a smooth arc toward the windows. Just before he hit, a blast of Kryptonian heat vision melted the glass away to allow the King of Atlantis to land inside. He hit the ground in a controlled tumble and leapt up to land at the center of Luthor's huge desk.
"Scourge of Atlantis!" he declared, his voice booming like the sound of tidal waves crashing at sea. His eyes bore into Black Manta with enough fury to nearly catch fire. "Butcher of Tritonis! You think yourself free, black hearted wretch, but you've only been delivered into my hands. And when I'm through with you, you'll be at the mercy of my people's judgment. Expect no quarter."
Manta glowered, and though his cybernetic helmet had no mouth and no trace of human features, it seemed as though he was smiling.
"We aren't here for revenge, Orin," Wonder Woman said, landing beside him and reaching for his shoulder. He whirled around and looked at her, his eyes more fierce than she'd ever seen, jaw clenched tight.
"Remember yourself," she whispered with sad eyes. He looked into them and seemed to soften despite himself - only slightly, but she saw it and took heart. "Remember who you are."
"This is already over, Prometheus," Superman said as he and the other flyers hovered into the room. Behind them, Batman, Green Arrow and Black Canary landed from zip-lines into crouched ready positions. Arrow had his bow drawn and a crackling shaft nocked before he'd even finished landing.
"Circe didn't hold you long, did she?" Prometheus said nonchalantly. "That's alright - it was long enough. Oh, you think I didn't expect you'd be here? This was all planned well in advance, Superman. And I brought weapons of my own for you."
From behind him, a tall figure lurched forward. His body was twisted and misshaped, its flesh looking like melted wax. It looked up at Superman and smiled, straightening its posture as if taking strength and confidence from the presence of his old enemy. In a very real way, he was.
"Parasite," Superman said. "We've faced you before and won. This time won't be different. Surrender now and save yourselves the consequences of this fight."
"He isn't all we've got, Supes," Prometheus smiled. He pulled his right arm out from behind his back and with his left he tugged the gauntlet tight. The knuckles were dotted with glowing green rock.
"Kryptonite," Batman grunted. "And a good deal of it - worth a small fortune. Where'd you get a hold of that much rock, Prometheus? It's way out of your means."
"You think this was the first LexCorp building we've hit tonight?" he laughed. "Circe wasn't trying to keep you from helping Luthor - she was keeping you from stopping our plundering of his secret stash."
Lex looked ready to explode with anger, every muscle in his body tense.
"If you want to blame somebody for the pain you're about to receive," Prometheus said, "then blame your hapless civilian, there. Without him, none of this would be possible."
Cheetah pounced ahead and roared "Attack!"
And that's when all Hell broke loose…

--> Kryptonite Gauntlet: When this character attacks Superman, damage dealt is penetrating damage.
--> Lex Luthor is in square L13. He can be captured per the Capture rules by either side (Defense 14, Move 0).
CAPTURE: Give this character a power action and make a close combat attack against a single target opposing standard character; targets with Phasing or Plasticity modify their defense values by +2 for the attack. If the attack succeeds, it deals no damage. The target character is captured instead, and is called a captive.
Remove all action tokens from a captive. Remove a captive from the battlefield until it is rescued (see below). While removed from the battlefield, a captive can't be dealt or take damage, and it can't be given actions. If this character has three captives, it can't capture another character until at least one of the captives is rescued or released (see below), and it can't make close combat attacks.
If this character has any captives when it is knocked out, before removing this character from the game, the player who knocked out this character (including the player controlling this character if it was knocked out due to pushing damage or a similar effect) places each captive in an unoccupied square adjacent to this character's base and gives each an action token.
Rescuing Captives: Characters can attempt to rescue that captive. To do so, give a friendly character a power action; it makes a close combat or ranged combat attack
against the target character that captured the captive. The target modifies its defense value by –1 for the attack for each of its captives. If the attack succeeds, the attack deals no damage; instead, the attacker chooses a friendly captive. The captive is rescued and
put into an unoccupied square adjacent to the target of the attack.
Releasing captives: When it occupies its starting area, this character can be given a power action to release one of its captives into an adjacent unoccupied square also in the starting area.
If the Justice League releases the captive, they receive a bonus scenario reward of 1 TXP. If the game ends and the Justice League has not released the captive and no player holds him, no bonus victory points are earned. If the game ends and the villains have the captive (released or captured), the Justice League loses 1 TXP and suffers consequences in the story.
Maybe not so uphill as you think. I just wish we'd have gotten the new Manta previewed before this issue so we could use the new dial!:disappoin

Dang. I was debating whether to take out Copsicle or Charge… looks like I went totally the wrong way. I also didn’t realize you could shoot an object out from under somebody if you didn’t have a power that ignored characters for LOS (trick shot or the like). Well, that starts me off with a disadvantage. Let’s see how turn 2 goes
