Whichever you'd want, I'd bet. Both of them are your effects, and both try to activate at the same time (assuming the fire damage you're dealing is from an ability), so I think it's safe to say that you can place them on a chain in whichever order you want.
Okay. I'll provide technical insight where it's needed (I've done a lot more studying now), and you guys can back me up with simplified answers. That way everyone can benefit. Hooray! :D
Umm whoever said you get to choose which ability happens first might be right about the rule but how does choosing which ability goes first apply to an Equipment card(Chromatic Cloak)???
Basically, both these cards have a replacement modifier that increases the amount of damage done if their specified events happen. If both would apply, you decide the order of which they increase the damage packet.
Note that replacement modifiers do not use the chain. They replace the event that would happen with another. To maximize the damage done when you have both in play, you would want to apply CC first, followed by WiF.

World in Flames, Ability - Fire
Ongoing: If your hero would deal fire damage, it deals double that amount of damage instead.
Chromatic Cloak, 4, Armor - Cloth
If your hero would deal damage with an ability, it deals that amount of damage plus 1 instead.
