My opponent plays Jindos Bad of Whammies and reduces all handsizes by 4. I have 4 cards in hand 1 over maximum. Jindos Bag says to draw cards up to your maximum at the start of your turn. Since its not replacing your draw everyturn, would you still draw a card every turn regardless of how many cards are in your hand? If so, does Jindo trigger before the main draw step?
501.1 Ready step
501.1a As a ready step starts, the turn player readies all cards in play he or she controls. This doesn’t use the chain. Next, a priority window opens. Any effects that triggered during the previous turn’s wrap-up step or at the start of the current turn are added to the chain as part of pre-priority processing, and then the turn player gets priority. As that window closes, the ready step ends.
501.1b There are no priority windows before the ready step, or between the ready and draw steps.
501.2 Draw step
501.2a As a draw step starts, the turn player draws a card. This doesn’t use the chain. Next, a priority window opens, and the turn player gets priority. As that window closes, both the draw step and start phase end.
so Jindo's Bag effect would resolve during the Ready Step window. Then the draw step would happen and you'd draw the card. You'd go into the Action phase with your maximum hand size +1.
If you had more then the max hand size you would still draw the card during the draw step.
Unless some card effect causes you not to be able to draw you would always draw a card at the draw step. And you only ever discard at the end of your own turn. So if some how on some one elses turn you were to go over max had size from quest or other card effects you would still draw at the start of your turn regardless of how many cards are in your hand.
