Situation:
I have Wraith Scythe in play. I want to lay down Timeslicer. Does my Wraith Scythe get discarded before I gain the Timeslicer's Dual Wield ability?
no, the dual wield ability will check upon you playing it, since time slicer has DW, it'll allow the second weapon to come into play along side wraith scythe.
In a nutshell, pre-priority processing will check for uniqueness, but since continuous powers go into effect instantly upon becoming active, you will have Dual Wield before PPP can check for uniqueness.

I'm still a little rather confused about dual-wielding, let's just assume I have the ability in play or the weapons required. If I were to attack or be attack, would my only option would be to swing with one or both weapons and fore go any other attacks in the game? Or would I be able to attack with one, then declare another attack with the other, resulting in two different combats?
If you attacked him, you couldn't make two combats. You could attack with Weapon A, Weapon B, or both. If you attacked with only A, you could attack with B when you were attacked.
This is just like if you had a sword and a bow as a hunter. If you had a bow and 2 swords, you could attack with the bow, A, B, or A and B. If you attacked with A and B, you could still defend with the bow.
What if there is a way to ready you character, such as Rak Skyfury or that gnome character? Would I be able to propose a new attack on the second weapon (or first weapon again since I can choose to ready it)?
Also on Paladins with Seal of the Crusader? Would I be able to propose a new attack on the same turn?
Why don't you read the rulebook? I'm sure that it will answer any other questions you might have, the designers thought of this beforehand.

I have read the rule book but it wasn't clear that whether if I were to ready my weapon and character, I would still be restricted to swinging it at that one combat on my turn only. Thanks for the link, I have found my answer here:

Q: Can you attack with a particular character multiple times?
A: If you found a way to ready the character, you can attack with that character again in that turn. Note that for Heroes, unless you had an equipment or Ability that provided an ATK value while attacking, you'd need to also have a ready weapon to strike with in order to deal any damage in combat.
