So let me know if I have the right thoughts here. If I have a clix that has 3 bolts-
I can target 3 other clixs with Incapacitate (if clix has it).
I can target 3 with Energy explosion (if clix has it).
And if the damage is big enough I can just attack them and spread the damage if it hits the targets.
Is there another use for 3 bolts?
You are correct on all counts. Mind control can also target 3 characters, and you are dealt damage based on their combined point values. I can't think of any other uses on the spot...

According to p. 10 of the new rulebook, damage is divided as you please, and a target can be dealt 0 damage if you'd like.
With three bolts, pretty much each time you make a ranged combat attack, you'd be able to target up to three different opposing characters (unless the power/ability you're using specifically forbids it: for example, Ranged Combat Expert allows only one single target, just like the Duo Attack).
So, as far as standard powers are concerned, it can be used with Incapacitate and Energy Explosion (as you stated), but also with Mind Control or Psychic Blast.
Also, since you're not forced to deal at least 1 damage to every hit target (if you target three characters A, B and C and hit them all, you can choose to deal all your damage to A and nothing to B and C), it can be a good way to insure your attack is not completely wasted when targeting a high defense opponent; target two other characters with lower defense values: if your attack hits them all, you can deal all the damage to the high defense character, but if you only hit the one(s) with the lower defense values, you'd still make some damage, even though your main target would be left untouched.
If you target 3 characters and roll a 12. You can assign 3, 0, 0 which then becomes 4, 1, 1 with all 3 taking KB.

If I have a character with 2 or 3 lightning bolts on them and I make an attack I will usually target someone I know I can definitely hit, and then someone who may seem a little more risky to hit (like someone with a HIGH defense). That way, IF I DO make the high defense I can give that character ALL the damage (or most of the damage) from the attack and whittle them down, IF I missed the high defense then its really a no biggie because chances are I still hit the other targets who were easier to hit and I give them the damage.

I decide to make an ranged attack against A,B and C, do i need to declare how i'm going to spread the damage among them before i roll the dices? o i can decide how to divide the damage after ther dices result comes up?

What are some good ways to counter range attackers?
Base them. They cant make ranged attacks when based.
Unless they have (which doesnt come out until the next set) or some other super special Special Power/Feat.
Stealth also works (unless they have some Stealth busting power).

Also, after Super Senses is rolled. So if they make their roll, you can put it all to the target you did manage to hit, but not after Impervious though. You put all your damage on an Imp figure, and they make the 5 or 6, then the damage is wasted.
