So like im going to use kree warrior, SI spider man (wild card so also a shield), and agent brand. I am also going to use SI doc strange with them. SO I can just add power tokens to spider man, kree warrior, and agent to boost up strange???

Yeah, Dr Strange makes the attack, and then before the roll you give a token to each figure next to him, and you have modified his damage by +3.
Or you could just say that you are giving free actions, and modify Strange's range to a 13.
The figures need to be next to the figure that receives the benefit when making the attack.

All I can think is GLC. Up damage by 3, up range by 3, and running shot/carry the whole lot. Just make sure to keep them out of line of fire when you put `em down.

I would say as long as you didnt use running shot to get them in there, you would be alright.

Just to be clear, the one receiving the bonus need not be a SHIELD member, nor does it even need to be using the TA. The receiver can be anyone at all.

As joh-marko was saying, for the damage, the SHIELD members cannot have been carried. The power action is given at the time of attack and is still a non-free action. Those cannot be given to a figure once it has been carried. Since the action is given at the time of the attack, you cannot give the SHIELD members their actions before the movement.

Do keep in mind, in this particular scenario, if it's only a 300 point game, you won't have enough actions to do this (unless of course Agent Brand made her leadership roll). Each use of the SHIELD TA to boost damage is a power action and does subtract from your actions for the turn.
Does the figure have to be adjacent when the attack is actually made? I had a guy tonight that modified the damage +1 and then broke adjacency by doing a running shot. Does it work like that?

No. The power action is given at the time the attack is made - in other words, when the dice are rolled - and that is when the SHIELD member needs to be adjacent to the shooter. This is an exception to the "can't take an action during another action rule", which may be while people sometimes play it wrond.
