Unless there are special "house rules", according to The MAP FAQ, the building in the park is blocking terrain, not elevated so nobody can occupy it. Sorry I chose such an old map, I bet nobody around here is used to running on this fossil.
Typically we follow the RPSC map Interpretations when using this map, the museum and the overpass (http://hcrealms.com/forum/showthread.php?t=164159). However when looking over our rules and references we don't explicitly say we are using those, so it was unfair of me to assume that new players would know that. I'll amend the rules page for the next round, but we'll play it according to the FAQ this time. I'll reset my turn shortly (I'll also have to reset the object).
Just to offer my two cents, the problem with treating those 4 squares of blocking terrain as elevated terrain instead is that there's no way to get onto, or off them if you can't fly (or leap/climb, phase etc.).
Not only can that give ranged fliers quite a bit of protection from earthbound, rangeless bricks, but even worse, you can use it to completely neutralise a massive figure like Doomsday or Juggernaut simply by TK'ing him onto the "building" (which is even easier now with the new TK rules). And just to make matters worse, if the poor brick happens to be carrying an object at that time, he might very well be stuck there forever (unless you have TK on your own)!
