OUTSIDER: Once at the beginning of your turn as a free action, a member of this team chooses a target friendly or opposing character within 10 squares; the member must have clear line of fire to the target. Until the beginning of your next turn, the target may not be the target of powers or team abilities that modify its combat values. This team ability may not be copied by wild card team abilities.
I MEAN: Charlie boy can use incapacitate ,if he does his attack value go -2(minus2)
if i outside him before he make his incapacitate does the -2 work or not
ok for starts Outsider is at the start of your turn. so this would prevent from any stats being modified. this includes perplex/ESD/CCR/RCE/CCE or anything from feats. so no u would not get the -2 to the attack.

It doesn't include feats.
It only works on powers and team abilities.
If the modifier comes from a feat, say the -1 of Repulsor, Outsiders doesn't prevent it.
If it comes from an ability, say the -2 from Move & Attack, Outsiders doesn't prevent it.
If it is from a power, say a +1 from Perplex or -2 from Omega Effects, Outsiders will prevent it.
If it is from a team ability, say a +1 from Hydra, Outsiders will prevent it.
I'm guessing the Damage Modifier from Super Strength can't be prevented by Outsiders TA?
this is an old one, i believe that the ruling and stop me if i am wrong was super strength allowed you to pick up the object, which the object is not a power nor team affiliation, would not be affected by Outsiders.
A good defense will only last for so long, before you must crush your enemies outright!

Depends.
If you're talking about the modifier provided by using objects, no it's not affected by the Outsiders team ability - precisely because it comes from the objects, and not the power itself.
If you're talking about the modifier gained by targeting a wall/blocking terrain/object, this one is affected by the Outsiders team ability - because it comes directly from the power.
The +2 that you get for destoying a wall is a modifier that comes from the power, so it is prevented.
i musta missed this one. SS gives you a +2 to Damage when destroying a wall? is this a FF Starter change? (that's what i said, SS gives you tutu damage - the greatest damage of all!)
