I would Assume Dr. Fate because of all the #### he's done and the fact that he's the avatar of Order in the DC universe.....then again there's a whole host of other magical beings who could assume that role:
Timothy Hunter (The Harry Potter BEFORE Harry Potter)
Dr. Occult
Dr. Mist
Zatanna
I don't know if Dr. Fate is still considered a Lord of Order, now that word is spreading that this incarnation is a novice, but that would be about it.
Shazam is far more powerful than Fate, but as he's more of a background character than a hero, few people would think of him. But I imagine he's the most powerful "mage" in DC, barring entities, since he has a place among the Quintessence and considers beings such as Zeus his peers.
When I think of Doctor Strange, Sorcerer Supreme I usually consider Doctor Fate, Lord of Order to be his equal in DC.....I know Zatanna is supposedly an uber-powerful sorcerer but she just doesn't have the confidence/presence you'd expect in the world's most powerful wizard....
(and there will only ever be one Doctor Fate in *my* books - Kent Nelson!)
THE Kent Nelson (from the 40s), the original....Not the alcoholic gambler, Dr. Kent V. Nelson.
Dr. Fate was both a Lord of Order and Lord of Chaos (or at least drew power from Chaos) and also drew power from neither one....I think s/he drew power from Chaos as Eric and Linda Strauss....
Hector Hall was also pretty good as Fate....and it was kinda cool that his son Daniel became the new Sandman/Dream.
Kent (the original) was also pretty cool as an animated corpse...
Dr. Fate started as a Lord of Order, then eventually (through various inheritors of the mantle) became an "Agent of Balance". The latest Dr. Fate hasn't really declared an allegiance (and indeed is probably still unaware of the Order vs. Chaos dichotomy or the state of it in the DCU).
Not sure I would consider "Lord of Order" in the same vein of title as "Sorceror Supreme". Sorceror Supreme is a titular reign while Lord of Order is an actual status of being.
While I agree that Dr. Fate has the same place in the DCU as Doctor Strange I wouldn't say he has a "title of office".

This is kind of interesting. I would consider Dr. Fate to be more powerful than Zatanna, but it seems that whenever someone needs magical assistance they call Zatanna first.

Unfortunately though, Hector Hall is a rather worthless 'sorcerer supreme' and would get his kiester handed to him every time, and twice on Sundays, vs Strange.
Zatana may not have the top billing Fate gets, but she'd do better vs Strange.
Hector is just such a whinny cry baby...I'm actually glad he's no longer on the JSA.
