Okay, so, I was reading the Manhunter co-feature in the new issue of Streets of Gotham, and Maggie Sawyer shows up, only she's referred to as "Officer" Sawyer, and I was wondering when she got demoted? Wasn't she in charge of the GCPD for awhile?

I noticed the same thing. I believe you are right - she was, at least temporarily, the chief of police. I don't know when this happened.

Weird. I mean, I could understand Gordon coming back as Commissioner since he's a popular character, but it seems weird to have Maggie Sawyer demoted so far back.

I belive it had soemthing to do with untold story of how Harvey Got back on the force by finding all the corruption.She was head of Major Crimes before it after just a officer so although she wanst dirty they probably blamed her for not catching it

Yeah mind you this is not official my any means and I fully expect that in 5 years some hack will reveal the corruption he discovered was that Jim Gordon of Earth 12 had taken the place of our Jim and was running the rackets at the same time. That Gordon was caught and killed and the real Gordon was freed. And then his Eyes glowed Green
