Can option 3 of OMEGA EFFECTS be used on Giant, colossal and double base figures (ex. Galactus, Sentinels, Starro, Giant Man, BlACK knight, etc.) to move them up to 24 Squares from where they where?

3) Darkseid's damage value is 0 for the duration of the action; if the attack succeeds, put the target in any unoccupied square within Darkseid's range to which he has a clear line of fire.
Based on the ruling on Harbinger ("Harbinger can only use You Are Needed to choose a character that has the same size base as her.") and the the singularity of the term "square" my opinion would be that it can only be used on single-based figures. It could be used on a single based giant, though.
I had this answered on the old Heroclix Web board on wizkids.com.
Yes it can, but the ENTIRE base has to be within his range. It came up in a game with Darkseid taking on collosal Spectre. The other player hit it just on the edge. I argued it can't pick it up, (using the text for my argument as well with "Square" not squares) the judge said it could and let it pass.
I emailed wizkids and they said it can, but ONLY if all of the base was in range. In my case, since Darkseid couldn't hit Spectre's far end, then no. But if he moved up or was perplexed, then yep.
Might be a good idea to get the new rules sheriff and deputies in town to rerule this though. I still agree that I think he SHOULDN'T be able to do it. Just read the Galactus/New God's Crossover DC and Marvel did. Darkseid tried to Omega Blast Galactus, and he just shrugged.

I'll admit that the square/squares argument is a weak one. (Singularity frequently lacks clarity in this game.)
You could be right. (Man, I miss those forums.) I vaguely remember something like that now that you say it, but I can't recall with 100% certainty.
Unfortunately, I don't see anything in the documents at the moment about this situation.
I said on what I based my answer, and that's all I've got to go on at the moment.
Although the WK Forum is down, I do have all of my emails back/forth with WK on all of these things. I should probably offload those various word documents into a private wiki or something, so I can look things up easier...
Anyway, from February 2008 I found an exchange with this:

Q: Darkseid/Option 3 – can Darkseid use this on a multi-based figure? If so, does the entire base need to be in range or just one squares worth?
A: Entire base.
So it can be used on a multi-based figure, as long as the entire figure is in range.

I think the difference between Darkseid and Harbinger is that Harbinger is doing a "swap" while Darkseid is dragging. If Harbinger were allowed to use her power on multi-based figures, there would be an inevitable question of how that works if she was surrounded. Darkseid's power requires the target be placed in unoccupied square(s)

But heroclix is not a game about superheroes, it is a miniatures game (I have been hit by this one repeatedly whenever I have argued in favour of a 'comic realism' approach)
And Darkseid so should have affected Galactus... he was hungry and, if referencing The Trial of Galactus, Thor was able to do a beatdown on the Big G pretty darn effectively in that state

Also, Darkseid is no slouch
I agree that Darkseid isn't a slouch.
I'm sure somebodys editor had a say in why Darkseid couldn't scratch him. Those crossovers had so much politics involved that that's part of why they don't do them anymore. Nobody wants their characters to "look bad".
2. Darkseid is a flying character, does this mean he can always make range combat attacks to adjasent figures even if they are grounded or flying enemy figures?
3. I read that Flying characters ignore other figures on movement, does this mean all figures grounded and flying even if they are adjasent at the begining of the movement? What about plasticity power?

That used to be the case. When the FF rulebook came out, those rules changed and fliers no longer had the ability to shoot while adjacent (that's the ability)

Fliers still need to break away normally. Once they move, they can move through squares occupied by or adjacent to opposing characters without stopping.
4. If I use option 2 of omega effect using 2 perplex characters to compensate for the -2 modification and 6 shield characters around Darkseid could he then do 7 clixs (4 +3 Shields) of penetrating damage up to 15 squares away (12 +3 Shields free action)? Does this go agenst the rule of 3?
5. If it is posible, how would that work for the shield agents would they all receive one action token? Would the ones that use the free action get an action token?
