Can characters with the standard movement and flight abilities carry other characters, or can ONLY transporters carry characters? If they can, do transporters still get the -2 to movement, or would that only apply to non-transporters? Thanks!

ANYONE with the carry ability -2 their speed,

Transporters and people with the Wing Speed symbol are given the "Carry Ability" and figures like AA Flash (Who can use the carry ability through a special power) can carry an eligible figure

Just my two pence, but I think it'd be pretty cool if transporters didn't suffer the -2. 'Course, as I'm sure will still be pointed out by others, there is the game balance to consider.
