I find it strange that all the emotional rings with the exception of the yellow rings are given to people that are full of the assosiated emotion. Guy is filled with rage .. he gets a red ring. Barry is filled with hope .. he gets a blue ring. Wonder Woman has such great love for the planet she gets the violet ring. Now Crane (scarecrow) has the ability to spread great fear .. so he gets a yellow ring. I call Bull sit.
I have thought about it an i think the great secret of the sinestro corp ring weilders is that they are full of great Fear. I think Sinestro himself is so afraid of the end of the Universe, and the blackest night prophecy. I believe that Johns will reveal this in his redemption of sinestro during The blackest night story.
You can sort of apply this to other yellow ringers.
Kryb is affraid of being alone.
Kira sil (the dog person) is affraid of being abandoned
Bruce Wayne is the counter to this theory. Whjile he only had the ring for a second, he was considered a candidate. And while Bruce has known fear, he's certainly not filled with fear like others that you've described.

He does what he does because he's afraid someone else will lose their family the way he did.
It's hard to have fear when your biggest fear was realized at age 10.
While Bruce is not filled with fear, his fundamental motivation as Batman is a scared, horrified little boy who just lost his parents to a senseless act of violence and wants to make sure no one has to experience what he experienced.
I have always felt that Batman's biggest ( and pretty much only ) fear at this point is failing at his crusade to clean up Gotham and not making his parents proud.
I am not a Bat historian or continuity expert, but I'm sure that there is probably something more profound and a more deep seated fear that Bruce has that someone more familiar with his history could pull out ... like a Geoff Johns probably could.

Perhaps it is just having the fear. Whether or not you can control that fear is irrelevant for the purposes of the rings?

It's interesting that you bring this up gudda, because I think Geoff Johns already brought this up.
The Sinestro Corps members have to admit to what they fear the most and go into a virtual chamber that preps them to receive the ring.
You saw this in the Tales of the Sinestro Corps storyline where Amon Sur had to admit his greatest fear which was Hal Jordan.
