Inside Information:
Prerequisites: The character must have at least one keyword.
Choose a character.
When the character attacks an opposing character that has any of the keywords possessed by the characters, modify the character's attack value by +2.
Immortal Contempt:
Prerequisites: Deity keyword.
Choose a character. The character modifies its attack value by +1 when attacking a character without the Deity or Cosmic keyword that has a point value less than its own.

So, I'm running HoT Thor with both equipped and he's dual-targeting two figures, one has the Asgardian keyword and the other one does not have Deity/Cosmic and has a point value less than Thor's and shares no keywords with him to kick in the Inside Info bonus.
Is Thor's AV 15 for the entire duration of the action (II +2 against the Asgardian + IC +1 against the non-Deity/Cosmic) or is it 14 against the Asgardian and 13 against the non-Deity/Cosmic?
I think Thorbuster set a precedent that the value stays the same just as long as you meet the pre-req for one or other? If so, having 15AV is just downright nasty.

This is more akin to HYDRA/PD bonuses than Thorbuster + Ambidextrous. From the player's guide.
If a character makes a ranged attack against multiple targets and the adjacent Hydra team member can only draw a line of fire to one of the targets, then the +1 bonus would
only apply against the target the Hydra member can draw a line of fire to.
Furthermore, even the Thorbuster + Ambidexterous combo results in the +2 damage from the SP being assigned to only the appliciable characters (e.g. Thorbuster targets two characters, one is Asgardian the other is not. This makes Thorbuster's damage value a 5 total, but 2 of that 5 must go toward the Asgardian.).
I did the same thing with Immortal Contempt and the LE Asgardian Warrior. It was pretty scary as pretty much everyone had to deal with a 15 attack from Thor.
The base AV is 12. You only add the modifiers if the targets fit the criteria. Therefore, equipped with those feats:
Thor's effective AV against an Asgardian Deity is 14.
Thor's effective AV against an Asgardian non-Deity is 15.
