They retaliate when they take damage.
We've played, for years (but only about once every 6 months or so), that they could use Multi-Attack when retaliating.

And if you let them use Multi-Attack when retaliating, I am very curious if you had ever actually managed to pull off a win against Galactus. Foom is a push-over (over half of his dial has no damage reduction at all) and Spectre isn't too intimidating, but Big G is scary enough when played correctly... throw in multi-attack and you might as well call it a day early

We've never managed to beat Galactus. I beat Spectre, but only once. Also beat Anti-Monitor. I've never played Starro.
Last night I beat 1200pt Foom with a Modern Asgardian team. No Feats, no special Objects.
Like you said, without Multi-Attack, Foom wasn't difficult. The annoying thing was Hogun and Volstagg ended up on top of elevated terrain and I had to have Sif and Valkyrie go get them down. And almost all of them have no range and Foom tail Sweeps adjacent figures, knocking them back. Luckily some of them have Charge and Volstagg can't be knocked back.
But he has his own map. Can Spectre or Galactus say that?
He's got his own Event dial. Foom got one o' those?

Which one? I suspect you are referring to the "Rooftops" map, which was the map used in the event that had Galactus as a prize, but no map I know of ever cam packaged with a Galactus.

On a more somber note, the Asgardians laid waste to the 1200 point Galactus last night.
Valkyrie did make 2 Super Senses rolls and Heimdall hit one of his too. Galactus only managed to take out 2 Warriors, Balder, Hogun, and Volstagg.
Which Galactus? Old school or new one, since the scenarios have some different stuff.
Now Spectre is NASTY in scenario form, since the angry spirits can attack as well as Spectre. Those buggers sometimes really suck.
Foom was also really easy.
We tried all three scenarios one night, and we took all three down but Spectre almost pulled it out. We had ONE guy (Iron Fist of all guys) left.
Doing scenarios is fun, since if you use any of the pieces at a game you get called cheesy (of course it's ironic since the guy that first screams cheese usually has the cheesiest teams there in the first place. It's like he doesn't wanna have his cheese crown taken from him).
