So, with the Duo attack, you do full damage on the first one, then -1 on the second.
If I had 4 enhancers around them, would you be able to use that fourth one to counter that -1 on the second attack?

yeah. this should be the same as perplexing up a transporter's attack by 5. the check isn't made until the action is given and then any modifiers are reduced to no more than 3.
