Dr. Manhattan might just be the new Uber-piece of heroclix. Moving on from Earth-2 and KC Supermen in Crisis. The Trade-Off: low damage potential. The good side: The low chances of being hit.
But to compensate for the low damage, and to help with your dodging try these feats: Alias(3 points of even more headache!), Repulsor Shield(your gonna need it), In contact with Oracle(up your damage), Double Time(a hasty retreat at end of dial to heal{20 squares on last couple clicks with it!}), Warbound onto other Scientists(Mr fantastic with +2 perplex/Dr doom with super outwit), nanobots (about 4 clix of healing), nanoarmor (Bye-bye to supermen hypo'ing him with a heavy object), Damage Shield (can use for whole dial! make your opponent think twice about close-combating him), Laz pit (seriously! dealing with him TWICE!?!?!), Book of destiny (for 4 points, ignore that pesky super senses HOT venom attacking you), Fortitude (if your desperate, or playing against someone like KC Magog with 5 damage Exploit Weakness!)
Try throwing out Edward Nigma with him! Enhancement up that 4 dmg psy blast to a 5. And he adds his special warbound of his own.
Leave a medic in your starting area, so when Dr. M gets beat down enough, if he rolls that 3-4 to go back to his starting area, theres a medic waiting. Preferebly either the Atom (Blackest night), or Chief (special willpower ability for Dr. M)
One thing that will elude Dr. M is Stealth! A stealth team played right will destroy him! And most stealth teams rely on themeing, so dont rely on your Bright Lights battlefield condition. Instead you need to play a piece that deal with it. Like SI Dr. Strange, or any good Ultimates/superman ally.
Having Dr Doom (starter set) will really help you out. He qualifies for Warbound, can outwit stealth, can perplex up Dr. M's low dmg, can wildcard from Dr. M or from a cheap Ultimates/Superman ally to have a stealth fighter, can give that first strike since he has running shot and soften up the opposition before Dr. M gets in range. He can also taxi Dr. M around. He eventually gets willpower to help with Warbound. Probably the best team-up for Dr. Manhattan.
Best thing is just to keep him at range, with Dr Doom next to him for warbound, if something is just out of range, just Telekinese Doom first before the running shot. But you need to play Repulsor Shield if at all possible! 25 points is expensive, but it will keep him alive! Throwing alias makes your opponent not want to even bother with Dr. M. Yes, it is only a one time use. But would you really want to go against something with a high defense, and he can make you reroll if you hit, even if you manage to hit again, he gets to roll super senses, then his super impervious. What if he saved that alias????? "Dang! another freakin roll! Heck with it! Im attackin something else." has happened many times in my games. Im very good at feating people just right. For example:
HoT Venom
Trait: Leap/climb (free breakaway)
9 with plasticity
9 with blades/claws/fangs
17 with Super Senses
2 with Shape Change
Now the fun part: Entangle 8 pts
prereq: plasticity
Now the opponent must roll a 4-6 before he can even target Venom
Takedown 6 pts
prereq: Plasticity
Now if the opponent misses, he gets another action token.(pushing)
Loner 5 pts
+1 defense
Camoflague 8 pts
prereq: shape change
if venom is adjacent to a wall/blocking terrain line of fire for attacks are blocked.
Lunge 5 pts
Prereq: Leap/climb
Now he can move 2 sqaures and attack.
Optional: Vampirism 12 pts
Prereq: Blades/claws/fangs
He now has Steal Energy his entire dial!
But another 12 pts??? maybe too much thats already 33 on one character!
with it its: 45 pts. too much for a character under even 100 pts.
End result in my game:
Best game I played with him was on the Baxter Building map (4 player starter set)
Played all feats but Vampirism. Played Legendary Day as my Battlefield Condition. (everyone has power cosmic team ability)
Wow he was annoying, played against 2 people on this map. I won with Venom. 800 point game. They played quite a few bruisers. one person played the warriors three. He team them up on venom at the same time, he never left his first click.
Stayed against a wall in the middle by the other players starting zones. Went: they roll entangle, then I roll shape change, then they roll attack vs an 18 defense, then I roll super senses. Now you can see how annoying! Btw: I customed my venom, took the figure off, and replaced it with the Venom from Heroscape. booya!
You can do the same kind of stuff For Dr. M. But he's a bruiser!

true the other pieces are cool and I might use one or two of them a few times, but Dr. M IS the new UBER piece of heroclix. But this one is easy to get(not a chase), you just need to shell out $100. No they will probably not make an action pack, for you hopefulls. 99% chance they wont. So just save some money, and get it. Yes they made him like this for a reason, its so freakin expensive that it is practically the same rarity of Earth-2 and KC superman.
Ehh... He can definatly take the damage (especialy with Repulsor Shield), but honestly I don't think he is crazy goody like HoT Venom. No move attack, takes pushing damage, and damage is too low for the points in my opinion. He's going to be one hard son of a gun to kill, if simply for the fact that when he takes no damage you have to wait for him to lumber back to the battlefield. I guess if you have a cheap medic or two sitting at your start zone ready to heal him things could get really ugly. Otherwise like Prime, cool fun, and nasty; however not that amazing for the points.
Incap after he moves, Psy-Blast, rinse, repeat. In fact, when played with enough friends, CR Sinestro can easily toss out a 11 attack/5 damage Psy-blast. There's not much that can survive two of those if he pushes.
People toss around high-value dials like they're the answer to everything, but a few good, cheap pieces will always be able to grind them down. HoT Moonstone springs to mind.

Legenday Day does not give everyone Power Cosmic. It gives everyone Willpower and their abilities can't be countered. Power Cosmic protects powers, not abilites. Abilities and powers are not the same thing. Abilities are stuff like Flight, Carry, Duo etc.
Just wanted to point out that you cannot Warbound Zenhattan to Mr. Fantastic, because he isn't at least half the point cost of Zenhattan. Carry on.
You are quite true... But there are 44 other Scientists that ZenMan can be Warbounded too. Doom is one and so is Lex... in fact if the games point total was high enough a Warbounded Scientist team would be a blast.
Immortus and wildcard mastermind fodder (with a Mystic in the background) seems like the best plan to combat Zenhattan.
Immortus' damage SP nerfs Zenhattan's PC, and his incap cuts through the Impervious. If Zenhattan hits Immortus for damage, he gets Mystics damage in return.
