Does kid zooms 'Stop' power work on powers such as kid flashes 'up walls through walls' power?

STOP! : (non-optional) Other characters can't use Hypersonic Speed

UP WALLS, THOUGH WALLS: Kid Flash can use Hypersonic Speed, but only Option 1. When Kid Flash moves, he ignores the effects of characters, hindering terrain, elevated terrain, and blocking terrain on movement. He can't end his movement on blocking terrain.

It stops the hypersonic part. He can still ignore all effects. Since it is whenever he moves. This allows him to go through anything, just like phasing teleport.

As a general rule of thumb "can't" trumps "can".

When two effects are in conflict because one says you can do something and the other says you cannot do something, almost every time the one that says you cannot will control. (The exceptions are extremely rare.)
