Have teh recent TPB/Hardcovers of books with a back up story included the back up or not (so for say with Batwoman include the Question??)

I think not, I haven't seen inside the Batwoman trade, but I think the Question backup is/will be collected separately.

BOOOO (mainly because since they never did phenomenally well I dount they will bother to collect them at all and are only making Batwoman because it is in Detective Comics
