would this also work with barrier markers?
I don't see why not. Barrier Terrain markers are blocking terrain for movement purposes.

Well, movement and placement are two different things. The Carry Ability states that you can carry when you are given an action that results in movement.
I don't think you could Carry someone and use his Special "placement" power.
"Blocking movement" and "being considered blocking terrain for movement purposes" isn't the same thing. Elevated terrain won't work with Spot's SP, sadly.

By your reasoning, then, opposing characters should be valid "targets" for Spot's SP. Can't move through an opposing character's square, after all...
Bottom line: Blocking terrain is a very specific thing. If something isn't called blocking terrain, or includes a caveat that says it is blocking terrain for X or Y purpose, then it is not blocking terrain.
