If X-Ray is adjacent to an opponent and uses Pulse Wave, are all other opponents within range of the PW affected or just that adjacent figure?

Make a single attack roll and compare the result to the defense value of each character with a line of fire drawn to it (hindering terrain still increases character’s defense values by +1); each character hit is dealt damage. All. His range is 10, so everyone within 5 will be hit. The Sharpshooter Ability simply allows him to make a Ranged attack while based. Pulse Wave ignores character bases when determining LoF, so he hits everyone within 5 squares.

Not sure why this is even brought up. Sharpshooter allows for a ranged combat attack to be made while adjacent to an opposing figure. Pulse wave is a ranged combat attack. The rest would be up to the wording of PW.

ok good. that was the ruling that was made at the table next to me and I meant to ask for the reason behind it after my game was done but forgot all about it.

one would think so but there was that ruling that a sharpshooter with double bolt can only target the opponents to which it is adjacent.

and there's the answer (in bold)... since PW does not target, it is not restricted by the adjacency limitation.
The issue that people get caught up on is that we are told when there is a limiter to something, we follow the strictest one. With Sharpshooter it says.
This character can make ranged combat attacks against adjacent opposing characters.
Which says it can only make ranged attack against adjacent opposing characters.
Now the people who do not have a PG handy or do not read it, it can be implied that when you PW it would only affect adjacent figures.
I'm more curious to know how X-ray's Pulse Wave would interact with the U-Foes ATA. Would the Pulse Wave do 2 clicks of damage to characters with a 4 damage or higher? Would the second click of damage ignore powers and abilities?

can't quote, but U-Foes ATA says increase damage dealt by 1 if opposing character is showing 4 or more in their damage slot.
X-Ray PWs multiple characters, all take 1. The ones that show 4 or more would take 2, as you are not modifying X-Rays damage, but rather you are adjusting the damage dealt.
