Now I am pretty sure about the answer to the question I have, but could some one just clarify for me?

My guy targets 2 opposing characters and successfully hits each one to split 4 damage between the two. Each character has Super Senses and only one character hits it. Can I only give the character who failed their SS roll 3 damage instead of all 4? I am inclined to think not, but thought I would ask. Thanks in advance.

You can give all 4 damage to one character.

Your right I could give all 4 to the one character, but I should have made my point clearer. I only want said character to take no more than 3, so dealing 4 would put them on a click I don't want. So I was merely curious if I have the option of dealing only 3 to that particular character?

In that situation you must put all 4 to the one character you hit. You deal damage equal to your damage value and with a multi-target attack you can deal the damage between succesfully hit characters. You only hit the one character, so you must deal 4 damage to it.
