Once during your turn, you may choose 1, 2, or 3. Modify Bane's attack and damage values by that amount this turn. At the end of this turn, deal him that much unavoidable damage.
Can you do this at ANY time during your turn? (Like during a charge?)
I wanted to:
Well, it doesn't say it's an action of any kind so that would make me think you can do it after your breakaway but before your attack. It's kind of like when you use the S.H.I.E.L.D. team ability in the middle of Running Shot to get the damage boost. This is a good question...
The key here is that Venom Pump isn't an action of any kind. Because of this, it might be able to happen anytime.
Hmm. It would be like PC then. Which can be used in the middle of an action. I read it as a free action, but on rereading it, I'm inclined to agree with you.

I cannot imagine a better legacy for my cousin.

So, could you then make your attack roll first and then decide whether to / how much to Venom Pump before determining whether you actually hit?
Or, better yet, could you make your attack roll, let your opponent roll Super Senses / Impervious, then decide how much to Venom Pump before dealing damage?

I don't think so, I think all combat values are final (except for BCF) at the time of the combat roll. I will say that I can see this going either way though.

I'd say no to both.
1. Once you roll those dice, your action is complete and either a hit or miss. The only way to currently affect a die roll in the game is by PC (re-rolling it) or the opportunist feat(which allows you to add to the actual roll) You'd be venom pumping at the end of the action which would do nothing and then you'd take damage
2. Same thing, once your opponent rolls his senses or impervious you are done you can't modify after the fact.

to me it doesn't make sense to let someone do this. first of all, the SP adds X to both damage and attack. so by your logic, you are trying to be sneaky and add to your roll in case you miss.
example.....
you charge with Bane, you roll a 6, but need an 8, so you then declare that you are going to add +2 to that roll via Venom Pump and now you have your 8. this doesnt sound right to me. but alas, this is just my .50
i'd say nay, but i'm interested to see how this gets ruled.

Aha, but venom pump is a non-action just like PC - so why shouldn't it be able to interject in an attack roll like PC?

Because it is a modification after the fact. Non action or No. PC does not modify your attack value or damage dealt. It lets you re-roll dice. It's not the same thing.
If you venom pump after the die are rolled, you just hurt yourself you don't change a miss into a hit.

How about...
If you venom pump after the die are rolled and you hit anyway, does the increase to damage still apply?
Or, what if you roll dice, venom pump, then PC - would the venom pump modifier apply to the PCed roll?
