Falcon can use Charge, and he can continue to use the rest of his halved movement (if any remains) after making the attack.

If Falcon carries someone when he begins his charge, when does he put the character down?
The carried character would be placed after the initial movement and before the attack.

Does Falcon need to break away when he continues his movement?
Yes, he does.

Can Falcon carry a different character when he continues his moving?
No.
