In a similar case dealing with a point total, the section in the rulebook on theme teams does specify that fractions of the benchmarks count. My assumption is that if this was also the case for Mind Control it too would specify that fractions count.
I am fully aware that because one thing is one way it doesn't necessarily make another thing that way as well.

The best trick to catch people off-guard with multi-MC is to have the first guy carry the second one over to make an attack.
IE, MC Wasp and Hulk (adjacent to each other). First have Wasp carry Hulk over to Thor, then have Hulk attack Thor. Your opponent will try to toss out "no action after carry" to which you reply by informing them that it is "no NON-FREE action after carry" making Hulk's free action attack nice and legal.

This is important for many reasons. I could carry Ironman with wasp and then shoot someone if she remains friendly but I cannot if she returns to being hostile.

Yes. Wasp carries Hulk away as a Free Action immediately after which Wasp becomes an opposing character. Hulk then may clock her, after which he becomes an opposing character, friendly to Wasp.
Hulk then apologizes for smashing small winged woman into ground.
