Atrocitus has that defense downgrader power, dunno if that will work, never played the Spectre before.

Johnny Storm LE and CLoak & Dagger both from SI have EE that deals penetrating.

Bullseye deals penetrating with a light object.

He could outwit the Quntessant TA and you could go to town with people on him after. Skrullo outwit TA (or Time trapper/ dissent- I like Skrullo personally), then someone else to outwit imperv/invuln, then pound on him.

He also ignores mastermind.

The Thunderer's of Qward that came with the Anti-Monitor set, you can pick them up for under $10 (I know that's a bit high for a 50pt piece, but they are so fracking awesome). If Feats are allowed, consider Recharge for a potential heal (although, that probably won't help against The Spectre).
