sorry if this is a stupid question but i want to make sure i am reading it right. the card for the Gem says;

if the character that picks this up has impervious or invulnerability i can choose that damage reducer rather than the toughness?
also, GSX SR Wolverine picks up the gem, so he can charge and use b/c/f after his SP is gone or outwitted right?
Yes, if the character that picks this up already has impervious or invulnerability, you can choose to use those, or if you want to for some reason you can choose to use toughness.
The gem would give Wolverine charge. If his SP was outwitted, he would not be able to use b/c/f, but because of the gem he would have another way to use charge, at least that's how I see it.

Wolverine's special power is charge and flurry, not charge and B/C/F. So if it were outwitted, he could no longer use flurry, but could still use charge due to the gem.
It's amazing how this little, 5 point item can make so many characters RIDICULOUS, in particular ancient characters from the Golden Age.
I would argue Mjolnir is better from a purely offensive stand point and is free. Though it is harder to obtain. +2 to attack and damage plus flight, quake, and energy explosion is a nice bonus for rolling a 6.

I have not seen a match yet where the Gem is played and is not picked up. However, I have seen plenty of matches where mjolnir never gets picked up after 4-5 times. If they were characters with SP activated by dice roll, I am sure I would reach for the Gem over the Hammer 9 times out of 10.

But...what about having one fig hold the Gem AND the Hammer?!?!?!
Also a savy opponent will probably know the dial of your fig. In particular, the sweet spots and try to avoid those. Being able to suddenly reduce dmg by 1 instead of 2 might catch someone off guard.

Hasn't it been ruled that the Active Player chooses? The Active Player being the one making the attack?

If multiple game effects would allow for damage dealt to a character to be reduced, only one game effect can activate, to be decided by the character‘s controlling player.
Most of the time, the character taking the damage would not belong to the active player.

you would choose toughness if, maybe, you knew your character's dial, and wanted the extra click.
Or, having toughness as a backup in case you imperv or invulnerability is outwitted.
