I know when a fig's flight ability is countered with Outwit, it looses the ability to use flight, however, the flight symbol is still considered on the dial. Can Gideon use his SP to gain a power that has been outwitted by your opponent b/c the power is still on the dial?

Similarly, if the target's range is perplexed from 10 to 9, what is Gideon's range via the SP?
A countered power is no longer considered to be "on the dial" or possessed so no, Gideon cannot pick up a countered power.
He can pick it up before it is countered just fine, thu.
As for the Perplex + Range thing, my guts tell me you can only go with the unmodified range value, but I may miss something.
