krokoa map question

Does perminant debris get created on the krokoa map when a blocking terrain, when generated by a dice roll of 5, stay on the map after the current players turn.

No. They go away like a destroyed Barrier or other destroyed temporary blocking terrain.

Read the rules. They do a body good!
