If a boot symbol character charges from clear terrain into hindering terrain adjacent to an opposing character can an attack still be made, or does hindering stop the action cold?

You can still make the attack. With charge and running shot, the attack occurs after the movement. With Hypersonic speed, the attack occurs during the movement, so if it was a hypersonic speed character running into hindering, they wouldn't be able to attack afterward.
