Can a flying character attack another character on elevated terrain? Or does he have to be on the same elevation level? (The character is not on the rim if that matters)

No, the flight ability doesn't grant any change in the way the character draws line of fire to elevated terrain. You could only attack a character on higher elevation if that character was on the rim.
