Based on my haves, could someone give me advice on how to make the best possible team with what I have? Thanks!

Cyclops Wolverine and Storm are good.

A "best possible team" doesn't exist.

Team 1 = Cyclops, Emma, Storm: all running shot X-men.
Team 2 = Cap, Cypher, War Machine, Roulette.
Team 3 = Red Hulk, Psylocke.
Team 4 = Abin Sur, Captain America, Roulette, Lilah, Jackal, Harry Leland
297. Super cheese! Abin carries everyone, Cap shoots with Enhancement from Lilah, Jackal outwits defense, Harry cripples movement.

Do yourself a favor and get Domino. She is a common with probability control and good stats and can use the X-men team ability.

When you really get down to theoryroshambo, scissors would seem to be the clear-cut winner, but rock is always a solid choice.
