OK, we've tried to understand this, our best Heroclix minds have tried to wrap their heads around this and all we get is confused.
What is the formula for determining the number of theme team PCs you get for different point levels? Does it matter if the team is generic or non-generic themed?
Can I get some help here? Like 4 people who have been playing for almost 10 years can't quite figure this out.

It is based on the 300 point levels.

Any character on a themed team can use Probability Control. This use of Probability Control does not count towards any other game effects that reference the use of Probability Control (such as meeting prerequisites for feats). If the shared keyword is a generic keyword, the team can use this once per game for each 300 points (or fraction thereof) of the games build total. Generic teams get 1 PC for every 300 points of the game. Non-generic teams get 2 PCs for every 300 points of the game.
Generic:
0-300 = 1 PC

Non-Generic:

301-600 = 4 PC

I thought I read that characters with PC already on their dial could not be given a token to use a theme PC. Anyone remember where this was? Or did I dream this up?

More precisely, i know i must have 2 characters with the "named" keyword x-men to be thematic, but does it mean that if my team consist of 2 characters with x-men keyword, and one other character without it, i'm still thematic ?
Do same characters (2 copies of the same non-generic character) count for theme ? Do bystanders count ?
And finally, if a character has not taken an action this turn at all, and i use it for a theme probabilty control, thus giving him one token, can i still use one of my Action Total for the turn to give him a non free action, and a second token, this same turn ?

Yes, all figures on your team must share a KW in order to qualify for the re-rolls.
Yes, you can use duplicates, as long as they are not Unique/LE figures.
Bystanders have no bearing on it either way.
No, you cannot give them a 2nd token to use the theme PC, and then give them a non free action to do something else. Once they have 2 tokens, they are 'pushed', unless they have a power/ability/game affect that allows them to act while having a 2nd token on them ----> IE a Colossal figure.
But in your example above, yes you can give a token for the theme PC, and then place a 2nd token, as long as they have not taken any action (including FREE actions) before being given the first token for the theme PC. Note again that placing the 2nd token would apply pushing Damage as normal ---> unless you have Indomitable/Willpower/Power Cosmic/Quintessence etc.

I think you misunderstood the question.
You can indeed be tokened for a theme PC use and take an action the same turn.
You just cannot take an action and then be tokened for a theme PC use in the same turn, only the other way around.

Not any more. That changed again so that now once they have been given a theme pc token they can not be given another one.

I understand now.
I think it's overly complicated to have it work in one order and not in the other order... For me, being able to PB then act, and not to act then PB (with the pushing of course) is just plain silly. Same with the fact that the one who is doing the action can't push to PB for himself : silly.
But even if i think that, i understand how it works "by the rules".
