fairly easy question.

let's say a special power says something like:

"this character may use super senses and toughness".

does this mean first you can say "i use super senses". the attack hits, i re roll the super senses. it misses, can i then use toughness after, or is it pick on of these powers???

you use both. A good example is Unus the Untouchable:
He rolls for SS first and if it hits, he rolls for Imperv to reduce damage.

In any special power if you can use more than one power you can use them all at the same time within the context of the game

So if you had a SP that allowed you to use Energy Shield/Deflection, Super Senses, Impervious and Shape Change each attack would have to get through all that applied because there is not contradiction in their activation
