ok so i faced a guy using ultraman and about30 lian harper pogs and a nurse today. he pc'ed about 10 times during his turn with ultraman and 20 during mine. he did give all his pogs action tokens (even though they where all hidden in the back of the map) and when i did hit him he ran back and healed up. my question is can he use that many probs in a turn from just ultraman.

No, you can not give a character the same action more then once per turn.

Well...you're not allowed to use the same effect granted by a free action more than once per turn. The problem is that Probability Control is not an action of any type. It is granted, though, by using the CSA team ability.
This is a good question. It seems like it was all perfectly legal. I might be wrong though.

Yes the character using prob does, but the character getting the token does not.

Doesn't the figure doing the prob control, for CSA, have to have the team ability?
Yes, but the TA allows him to give a token to anyone on the battlefield when they use PC granted by the TA. PC follows the regular rules of PC, though, so they could only use it once per turn.

And ,of course, because a CSA member can always use PC they can NEVER use a theme team PC!
Characters using the Crime Syndicate team ability may use Probability Control. When a roll is ignored because of this team ability an action token must be placed on a friendly character on the battlefield or the roll is not ignored. This team ability can’t be used by wild cards.
Okay, so what does it say.

Okay, they can use PC. Just like any other game text that grants "use", it follows all the normal rules for the power, except where it says otherwise. What does this say in terms of "otherwise"?

What does this say? Just that when you use Probability Control normally, something else happens. That is, a friendly character gets a token.
That's it. It doesn't give you extra uses of PC. All it does is give you a PC that can't be Outwitted (normally, there are a few things that can Outwit a team ability, but how often do you see them?)., a PC that is on every click of your dial. It's good. It's not "I can do this a hundred times if I bring a stack of pogs" good.

They can both use it. With CSA, it's the character using the team ability that uses PC, not any other character that receives a token for it. That's why it can still only be used once.
And each character can use it once per round on your turn, and once per round on an opponent's turn. In a game where you have multiple opponents, you still only get one use when it's not your turn.

phew... Thank you much - I am just starting and trying to rope my friends into playing, and I won tonight after a fortunate second PC on his attack roll.
